What’s the role?
The Chief Operating Officer ("COO") has overall responsibility for the product and technology functions of Bloomberg’s ratings provider business (“ERP”) in Dublin. The COO, along with the CEO, has the chief role in formulating and implementing business strategy, key business decisions and the general direction of the business. The COO coordinates, owns, develops and drives operational execution and strategy for the business.

We’ll trust you to
Monitoring performance of specific teams and overall performance of the firm
Overall responsibility, along with the CEO for the conduct of ERP’s business in Dublin, including the full life cycle of product development, sales strategy, and resource needs (both technical and human)
Overall responsibility along with the CEO, with the support of the relevant officers, for ERP’s technology function
Control over the apportionment of responsibilities among the ERP’s personnel 
Oversight of the establishment and maintenance of controls (including data governance; public and user disclosures compliant with applicable regulatory requirements day-to-day operationalization of the conflict-of-interest controls framework, accounting procedures and reviewing the apportionment and allocation of responsibilities annually
Oversight of all arrangements concluded with third-party service providers, including any outsourced arrangements
Overall responsibility for operationalization of stakeholder engagement process including ERP’s rated entity notification obligations, covering first issuance notifications, material methodology change notifications, and the operational processes required to meet those obligations on an ongoing basis
Reporting relevant information from ERP's Management Board back to other staff as appropriate
Review and approval of ESG ratings issuance before their distribution 
Promoting and enforcing the highest standards of professional and regulatory governance
Ensuring that any performance of multiple functions by staff does not and is not likely to prevent any of them from discharging any functions soundly, honestly and professionally and with due regard to possible conflicts of interest
Cultivating and maintaining key business relationships with other firms, suppliers, advisers, etc
Development of strategy and action plans
Overall responsibility along with the CEO for managing recruitment, training and other staff issues
Overall responsibility along with the CEO for product support and development (including design, control and review of ESG rating methodologies), and technology. These include signing off on all material methodology changes, model architecture decisions, weighting logic, and ESG rating publication decisions, serving as the single point of accountability for methodology control within ERP


You will need to have:
10+ years senior operational leadership in regulated financial services (rating agencies, benchmark administrators, regulated data providers, exchanges, or similar) 
Proven experience leading a business to deliver a world-class product to customers
Proven experience within ESG rating methodologies
Excellent oral and written communication skills at the technical and general business level
Multi-tasking skills and ability to work well under pressure
Proven project management skills
Team player with high ethical standards
No disqualifications that would prevent successful ESMA screening (statutory or otherwise)
